You can relink your NIW PD with EB3 PD. But just to go through PERM and get a legit EB3 PD costs you at least one year. Who knows what EB3 cut off date is by that time? This just shows you how screwed up the imigration system is in this country, the NIW is set up to speed up immigration approval for people who qualify for WAIVED PERM; yet ironically we now need to trash the old NIW and get inline to file PERM and wait as EB3, which is ridiculously much faster the the NIW (Chinese). What does this tell you? Plain simple, US doesn't welcome any Chinese ppl, engineers, scientists, researchers whatever, chinese nationalilty is the original sin in this land. You are better off being a Mexican kid with high school diploma, which they call dreamers who can get EAD with the president' s executive order. No doubt this country will become México Norte in 20 yrs so do we really care about this GC BS?
