I think it is one card per address unless an SSN has been associated with it
. At least my experience shows this.
When you first enroll to get the card, the only identifying info it asks for
is name and address. You aren't asked for your SSN until you receive the
card and activate it.
So, without an SSN, they assume that the requester is the same. Only by
activating the first card with your SSN does it "free up" the address to use
to request another card.
I was unable to request a card for my wife even a day later. It wasn't
until I had called Brinks (on a separate DD issue) and they manually
activated my account with my SSN that I was then able to request one for my
wife.
So, maybe you will have success after 24 hours as others have stated (I
didn't). If not, don't worry - you should be able to request a new one
after you activate yours.
