I met car accident, totally the driver's fault. But their insurance company is
a WORST company. The offer is too low to be accepted for repairs, which only
covers the first contact point of accident without other damages on my car. My
insurance is liability policy only, so my insurance company can't help me.
I have filed complaints to the State Insurance department and State Attorney
General, but their offices are not powerful to help me, only forwarded my
complaints to this substandard company,

You have too many questions. Are you sure that your complaints to state's
insurance dept. and attorney general failed--or are they under consideration?
First and foremost, if you consider a lawsuit, you have to know limits of each
options. You did not mention the estimated damage. In Massachusetts where I
live, a plaintiff can choose to sue, at the state court, in the small claim
division or civil division. There are a lot of drawbacks for a plaintiff in
the small claim division, such as no subp
