only E is correct because it's an inverse negative statement of the above
relationship.
A: there's no indication Patrick does or does not understand why he is
behaving this way. either way, there won't be any violation of the above
relationship.

A: Patrick might be an expert himself, so might be able to understand;
B: same as A;
C: it just says that "no expert" is certain, which means that a non-expert,
might be certain, and Patrick might NOT be an expert;
D: "should" is obviously not the correct answer;
E: Charles is certain --> Charles is not an expert --> Charles does not
understand
