It looks some people are interested in the above topic. I am sorry I could not
reply everyone's email. So, I decide
to post my answer here.
Q. If I am a F-1 Student, can I take the patent bar exam?
A. Yes, you can if you do have OPT card.
Q. what's the requirements for taking the patent bar exam for alien?
A. Science Background and valid work authorization.
Q. How can I register as a patent agent if I am an alien?
A. (1) take the patent bar exam; (2) pass the patent bar exam; (3) find a job

I don't know what's the limited recognition even after I read the related
rules. Any input?
Here is the related rules:
37 CFR $ 11.9(b)
§11.9 Limited recognition in patent matters.
(a)
Any individual not registered under § 11.6 may, upon a showing of
circumstances
which render it necessary or justifiable, and that the individual is of
good moral character and reputation, be given limited recognition by the
OED Director to prosecute as attorney or agent a specified patent application
or specified

I am on the way to take my patent bar exam. I would be glad to join a study
group if anyone else also wants to

I am also going to take the patent exam. Now I am holding H-1B visa and
working in a pharmaceutical company. I will submit application materials by
the end of this month. I will update more informaiton if available.
