if you are US citizen, you can apply GC for your parents. Then they will be qualified for medicare, even they never worked here.

This is misleading. Generally speaking, the GC holder have to live in the US continuously for a five-year period to be eligible to get Medicare. And if they don't have enough credits, they will have to PAY FOR medicare. L ast time I checked: The Part A premium is $248.00 per month for people having 30-39 quarters of Medicare-covered employment. The Part A premium is $450.00 per month for people who are not otherwise eli gible for premium-free hospital insurance and have less than 30 quarters of Medicare-covered employment. Part A is free if they have 40 quarters or more. And don't forget they will also need to pay for Part B and Part D like every body else.

Social Security and Medicare are programs for people who worked and paid Social Security and Medicare taxes for at least 10 years in the US. Supplemental Security Income and Medicaid are programs for low-income people and have no requirements regarding work history.

my sister-in-law's parents-in-law got ~$500 benefit each person each month and free med ins. they could get ¥3000 pension each person from china as well. sounds good.

they got GC in 1990s, not very sure. so I have no idea about the details of the time line. so I'm asking here.

In most states you need to have 5 years of permanent US residency before you can receive benefits. Some states (such as NY) that allow green card holders to receive benefits regardless of how long they have had the green card.

They still qualify as low income. Claiming someone as dependent means you provide more than half of their total support. They can still receive support from other sources to make up the rest.
