This is true. Not only the reviews, but also all other evidences count till the submission date, not the RFE date, nor any later date. However, many people on this board still submit the new evidences. If the IOs look at them, that'll be good. Or else, it's absolutely legal for the IOs to discard the new evidences. Submitting new evidences makes the applicants feel better and more peaceful. That's what you can do.
Do you mean whether the IO will think that your review earlier was too few, comparing to what you have now? Or it shows that it's easy to have lots of reviews in a short time? I really don't know the answer. One thing I know, though, is that many evidences depend on how you describe them. How long is it since your submission? If it's reasonably long, you could probably mention the new evidences, and that your reputation is sustaining, etc.
