It depends on conditions (i.e. FICO, LTV, impound account,loan amount, lock days, state, ect). It is in the normal range for the purchased loan.
If everything is excellent, you may try negotiating a little bit, say 3.25%.

只开savings account 的话没有debit卡，需要开个他家的checking才会有debit card
。

现在这个时间很难讲了，一般holiday season rate都会提升的，月初给客人锁到过3.
