最想知道的是如果今年年底以前锁定利率，明年一月份close, 要交这个费用吗？
另外，这个费用明年开征，有没有一个停止日期呢？

我的理解是如果你现在已经lock了，就不受这个法案影响。因为lender是通过提高rate来收这笔钱的。已经lock的rate不会因为这个法案再更改。
虽然payroll tax cut只是两个月的extension, 这个针对mortgage的费用增加是永久的。
不过这个法案对rate的影响也就是提高不到0.125%，这对相同的program refin有影响
，因为一般要有0.25%的差别才能做refin,但是对不同program的refin影响不大。比如
说从5ARM换到30 yr. fixed.

try to avoid this new fee (if possible). Say, I lock the rate at 3% on 12/
30/2011, does the lender give this rate with or without taking the 这个法案
影响 into consideration? i.e., does lender increase rate a little to cover
the fee?
P.S. i think, with this bill in effective, mortgages are always affected.
because people get a lower rate with all same conditions except the new fee.

There is no any formal notice yet. Normally there is a grace period of time.
