417K loan. 80% of house value. Regardless of location, the best I have seen
on this was 3.25%, now I'm seeing lower than 3% mentioned in some post. Are
they real? Did anybody ever get lower than 3.25% last week?

我做不到啊，我是鼓励loan agent这么做。。。。。

no cost, 3% is the lowest rate so far.

不过现在3%也真的是不错了.

现在应该还是3.25% no cost refi.

My agent in MA has 3% today for no cost closing (new purchase, 60 day
locking), but any subsequent refinancing has to be 1/4pt higher than the new
-purchase rate of that time.
I am curious though, is this normal? or most people get the same rate as new
purchase for refi?

Refinance利率应该要高一些，因为agent要拿多余的commission去cover closing cost.
