Honestly? No big deal. The patch is failing, you just need to re-do the patch. Ideally, it should be patched from the exterior, especially in your case, obviously, the water table is high and so is the hydraulic pressure during the rain season. But considering the size, it's not worth it. For now, just mop it up :) The amount of water is not even worth a hydraulic cement patch.
That's a rain chain. Purportedly, there is a rain water container there, collecting run-off. Nice water feature, Obama always wants one in White House :)
I need to take this back, since LZ just let us know he has a rain chain w/o container! Now the easy fix is to add a container and/or downspout extensions. Must direct run-off away from your foundation.

That 彻底一点的方法 costs you an arm :) This case doesn't need to go that far, there are cheaper working solutions.
