I am first buyer and know almost nothing.
Is that 3% buyer's closing cost (dont know what that is, but learn from here
it should be the cost from bank loan) usually paid by the seller ? I saw a
post here showing that cost is paid by the seller, but is that the regular
game rule ?

no that is not the rule or typical way. each party should pay their own fees
and costs.

通常都是buyer出的.

All of the closing cost will be paid by the buyer, unless you have agreement
with the your agent to cover it.
Mortgage broker definitely can't cover 3% since it is way high than our
gross income.

closing cost是卖方同意付的，我没有讨价还价，唯一要求就是卖方给3%的closing
cost。贷款银行或是loan broker绝对不会给你closing cost任何帮助的。我准备买的
是reo property所以卖方是银行，但不是我的贷款银行。

通常seller和buyer的escrow费用是差不多,所以这两个option没区别.
