牙医给了2个选择，1个是去医院全麻，一次搞定；1个是在诊所口服一种药sedation，
分2次搞定。
不知道哪个比较好？另外牙医还告诉我，全麻的费用会bill到我的medical insurance,
想问这种全麻，medical insurance会cover么？谢谢！

1)没有rate 变化能做吗?中间商拿钱.
2)没有rate 变化, 能做5ARM 改到15年吗?no fee no cost? 如 2.5.

If you refinance to the same program, you can not get the same rate.
If you refinance to the different program, such as ARM to fix, or 15 yrs to
30 yrs..., Yes, you can.
Lender must make sure you are beneift from the refinance, not earning the
money from the refinance.
