Actually I had the same question. There could be a few
explanations such as the one you mentioned, or Jedi is not supposed
to exert their power on others except for defense. But none of these
has been satisfactory to me. If you think about it, Qui-Gon
did try to rescue Shmi along with Anakin but failed because he couldn't.
However, nothing should prevent Qui-Gon or Obi-Wan to come back with
more money.
It was perhaps the biggest mistake the Jedi council ever made
to sense Anakin's fear about
