P.E. has more to do with a kid's physical development than mental development. Thus, it is not fair to ask a smart kid who skipped a grade to be the top runner in the new class. If a kid would not enjoy his/her time in the new (upper) class, it's better to let him/her stay in the lower grade. To test water, you can request that the school put your daughter to the new (upper) class for two weeks and see if she can adjust to the change and still enjoy learning.
Most school districts won't allow any kids to skip grades. Even for those district that allow such advancement, the rules are very strict and the bar is set very high. Do some research on the school district rules if you want to investigate the possibility for your child to skip a grade. We were lucky because the school James attended happened to allow such "promotion".

Socially and academically advanced, YES. Physically advanced, NOT necessarily required. Especially for a girl, who won't be judged by her atheleticism.
