Been told laid off a month ago,get a new offer yesterday, My new company should get my signed offer today, my old
company will close
h1b 7/18, Is it enough timing for submit petition? I haven't heard anything
from my new company yet, or should ask my old company give me one more week
extension?

Generally 10天 OK.
In my case, from I signed the offer until I got the my H1B transfer(PP)
receipt, it took 20 days(LCA 7 Business day)
So for safe, 最好和旧公司商量下再给一周.
By the way, what is the day for your last paycheck

I think the last payment is 7/15, but I haven't heard any next step about
H1b transferring from my new company HR yet after I mailed the offer letter,
so worried.
