Home schooling is generally for parents who have nothing better to do (
except the extreme rare case that the parents have achieved everything else
in their lives). It totally ignores the scale of economy and naively think
they can be better than all the professionals in each of their fields.
If some of the teachers in schools are not good enough, the actual solution
is to fire the bad teachers and recruit better ones, home schooling on
average is the worst possible solution. It's like someone sees some negative
side of capitalism, and claim they would rather live in primitive society.

As much as I want to agree with you, for what you have said would
apply to most other industries, education is yet to have the economy
of scale. And I doubt it ever will. On the contrary, it has become
less and less efficient -- just look at historical figures for
student-to-teacher ratio, let along the ever-swelling rank of
administrative staffs. So while home schooling is still an expensive
endeavor for average families, its cost is mostly due to the
state's subsidy of public education but not its inherent inefficiency.
And what you have proposed as the "actual solution" does not actually
work at all, for public education is highly politicized, so home-
schooling is a practical work-around in that sense, of course, if
one can afford it.
