Yes focus contributes to shutter delay but in street photography you don't
wanna use manual focus as by the time you had the subject in focus the moment
may have already slipped. However, I've seen people talking about having the
camera preset to focus on a certain distance and have deep DOF so the subject
will be covered by the effective DOF range.
Compact digital cameras aren't very suitable for street shots. I'd say
a film camera or a DSLR would be much better. The new Canon 10D has a much
