两个月前在一个POWERSELL手里买了9双鞋子，当时那个人设了个PRIVATE AUCTION，物
品价格填了1快，运费填了1999左右
两个月了，还有一双鞋子没有到，
在之前联系这个卖家，问什么时候到，卖家说随时都有可能到
现在再联系这个卖家，要REFUND最后一双鞋子钱，他就死活不回了
像这种过了45天的交易，我应该找哪里投诉呢，谢谢了
