Your HR will need to enter some information from your card into their
payroll system. So even if there is no such requirement, if your HR does not
want/agree to do it until you show them the card, you cannot do anything.
You may see if they agree that you can volunteer for the first few days
before you get your card.

possible, but HR said No.
I do not think they take volunteer in a profit company.
