I am trying to get my waiver. Here's my story (ongoing), a tough one:
I came to US on a j1 in June 2005.
We have to spend a whole year before applying for a non-objection letter.
I changed job at June 2006, then spent a couple of months to extend my J1 to
June 2007, which meant that I had exactly about two years to get my waiver.
I didn't waste a day after that. I searched / and still do / the internet
for all the info I could get on j1 waiver. http://www.immigrationportal.com/archive/index.php
