先生持有L1B工作，但是由于原因暂时不能来美国工作，他想来美国2-3周，但又不想更
换签证，
有什么方法可以既不用更换签证又能来美探亲？
如果更换为B2/H4签证来美国，之后再更改为L1B，会有什么影响，是否所有的L1B签证
办理流程都得重新走一遍？
另外，如果公司安排来美国短期出差，是否可以持有L1B入境，会对公司和个人有什么
影响吗？

Thank you for contacting me regarding H-1B visa policy. I am pleased to hear
from you on this extremely important issue.
Keeping America's economy strong depends on having enough skilled workers.
That means making certain education and training opportunities are
affordable and accessible to U.S. citizens, but it also means getting help
from the world's best and brightest when there are skill shortages -
particularly foreign students with needed skills who are already studying in
this country.
In the past, I have supported increases in the annual immigrant work visa
allotment to assist U.S. firms that were finding it difficult to fill
certain highly technical positions; however, I understand and share the
views of many Americans that, as the unemployment rate rises, Congress
should review immigrant work visa policy to ensure that employers are not
unnecessarily hiring immigrant workers.
As you may know, in August of 2010, Congress, with my support, approved the
legislation (P.L. 111-230) that increased the application fees for L-1 work
visas by $2,250 and by $2, 000 for H-1B visas for fiscal years 2012-2014.
I hope this letter adequately explains my view of the H-1B visa program, and
I will keep your concerns in mind as efforts to reform the H-1B program
move forward.
