Dear Gary (President of Western Kentucky University),
For thirteen years now I have formed close relationships with the Mainland
Chinese who work for Dr. Pan. And for a number of years I have been aware of
the long hours worked by the visiting scholars, but I chose to look the
other way because I did not want to cause any problems. I am ashamed of
myself now for not doing anything to help those who could not help
themselves, either for cultural reasons, or because they were fearful of
what might happen to them if they incurred Dr. Pan’s displeasure.
I must confess that I am deeply upset with what I believe to be blatant
exploitation on the part of the director of the coal research program, but
at the same time I will not allow my personal feelings to result in a desire
to hurt him in any way. I simply cannot bring myself to do that. It would
fly in the face of every standard by which I profess to live. My concern is
focused on the visiting scholars and the need to ameliorate the conditions
of their employment. My fervent hope is that this situation can be resolved
with compassion and justice for everyone involved.
Yours sincerely,
Dick Troutman (Richard Troutman)

Dear Gary (President of Western Kentucky University),
What really concerns me, Gary, is that they have no one to whom they can
turn who will intercede for them, no one who can plead their cause. The
abuse, both physical and emotional, goes on day after day, week after week,
month after month, and year after year—all below the radar of public
awareness. If what the Chinese are subjected to was happening to blacks who
worked at ICEST, what a hue and cry there would be if it were exposed. But
who cares about the Chinese!! By the way, in one of the responses I got from
the Chinese 5 years ago, one of them expressly stated that they “were
basically treated as laborers if not slaves.”
Gary, I plead with you to do something to ameliorate the environment in
which the Chinese fine themselves at ICEST.
Conditions at the power plants are even more horrendous. One American who
worked with the Chinese on the road used the word “inhuman.” Other
companies such as Clean Air Engineering, Palatine, Illinois, and Saw
nvironmental, Knoxville, Tennessee, do not subject their employees to such
horrific schedules.
In our meeting I shared a Martin Luther King, Jr.’s quote with you which
started out with these words: “Never be afraid to do what is right.” Doing
what is right may mean less money coming in to the University, but it will
avoid the “wounds we inflict on our souls by looking the other way.”
Gary, I love you and I love this university and that is one reason why I
want to see the problems as ICEST handled in house rather than forced on WKU
from the outside with the attending bad publicity. There is too much at
stake here for us to “look the other way.”
Yours sincerely
Dick (Richard Troutman)
