为打击纽约市的恶房东和保护租客利益，自去年8月公布“纽约市最差房东观察名单”(
NYC's Worst Landlords Watch List)后，市公益维护人白思豪(Bill de Blasio)4日又
提八点计划来保障租客权益，其中包括民众可在craiglist等网站公布恶房东讯息。白
思豪办公室并更新和补充该份观察名单，在公布的309位恶房东中，上榜的华裔共有五
名，其中有四位为新上榜。
根据白思豪办公室，在311投诉电话中，有关住房和房东投诉位居首位，仅去年冬天就
没有暖气的投诉，就收到17万2000个住户电话。白思豪表示，“我们需要使用手边的工
具，来保护更多纽约客能住在安全舒适的环境中。”
其办公室提出的八点计划包括：禁止有长期严重违规纪录的恶房东通过租赁计划来赚钱
；和市政府行政事务局(DCAS)建立合作关系，以防止向名单上的恶房东发放租赁资格；
将恶房东名单公布在租赁房屋常用的网站Craigslist.org上；和纽约房屋局共同合作，
对负责任整修的房东减少文书要求，加速处理相关程序；和“布鲁克林南区法律服务”
(South Brooklyn Legal Services)成立先锋小组，招募私人律师，协助房客上庭；延
长即将于今年6月过期的现有租约规定；派专员到出现房屋纠纷的楼宇协助成立新房客
协会；实行州参议员克鲁格 (Liz Krueger)提出的提案，即对严重的违规行为进行最低
罚款，例如不提供暖气。
除上次上榜的华埠麦地臣街 197号楼宇、有128项的违规房东罗凯(Kai Lo，音译)，新
上榜的四位华裔房东分别为布鲁克林MacDonough街786号的杨Anthony和Jefferson大道
1102号的Denise Tong，两人违规分别为106和51项；以及曼哈顿Rivington106号的吴
Sam和西207街595号的黄George，违规分别为98和 111项。
其中曼哈顿下东城李文顿街(Rivington St.)106号的三层住户楼宇年久失修，破破烂烂
，走进入楼梯上满是灰尘，但每间公寓的大门似乎都被重新刷过油漆，但楼宇内显得冷
冷清清，不到一个人，据附近的店家表示，该公寓前些阵子刚装修过，但对屋主和
房客一无所知。

美国不错学校PhD毕业，4年半postdoc，下一步走不下去了，人生绝境，准备找
technician的工作，然后part-time读一个master。保守的打算是读statistics，应该
好找工作，惭愧的是几乎没有数学的基础，读下来会很艰难。真心喜欢Master in
Public Health，但担心这个读下来也不好找工作，所以请教一下版上有成功转Public
Health 的人吗？希望得到一些有益的建议。

这个专业一般是其他phd，或md读来装点门面的，如果只有这个，还想靠这个找工作，
会很难。就算读statistics的ms，如果没有身份，没有experience，也很难。还是转行
前先把身份搞定吧，路会宽的多。

You already have a degree, don't waste your time and $$ for another useless
degree.
To get a job, What you need are:
1) a marketable skill;
2) know how to tak in the interview.
Focus on above, you will, like many success people, get good job offer in a
quick way.

。a marketable skill 我就想通过学习biostatistics，或者bioinformatics来获得，

我们学校的PhD in Public Health 有挺多中国人，都好找工作，做faculty的也挺多挺
容易。读MS 怎么样还不知道。

关于提高interview，有什么好的建议吗？
去年有很好的clinic fellow interview的机会，不过我没拿到offer。我知道知道这个
差，真不知道如何系统锻炼提高。
