我怎么觉得他每次说话的架势主要是要把弹不成的责任说清楚，而不是真的要谈个deal

both. there must be a deal so the markets won't collapse. but the
negotiation process is a show, where bother parties try to demonstrate to
their voting base that they are doing their best to protect their interests.
this debt talk is so close to the fundamental idealims and therefore both
sides decided to take it to the last minute with a "brinksmanship" type of
hard ball stance. which is ok. more drama it is, but the results will be the
same.

their voting base that they are doing their best to protect their interests.
