AGI means the adjusted income before tax, right? I am going to file jointly
and if total AGI less than $150000, can I still claim for this deductioin?
Also, if file jointly, the total deduction limit should be $15000, right?

The $7,500 is tax credit. In some sense, it is an interest-free loan, which
you need to pay back in 15 years. You may read the following article.
