Yes, you can. However, since you are at exempt period and claim them as dependent doesn't have any tax saving for you. You cannot take any child tax credit on line of 47 of Form 1040NR. You could be take additional child tax credit on line 61 of Form 1040NR (need attach form 8812). This tax is benefit tax regardless if you own tax or not. Child tax credit is refundable credit. it is a little differnce with other credit like, child care expense or foregin tax credit, education tax credit. Those credit can be offset only you own tax. However, child tax credit and EIC are credit even you do not own any tax. That mean you do not pay any tax , you still deserve to get refund. These are the benefit Uncle SaM gives to any person.
