In these challenging times, organizations find themselves in constant need
of better information and more innovative and cost-effective technology.
Simultaneously, new technologies like cloud computing and mobile computing
introduce new security challenges and business risks even as they offer
incredible new transformational power. Balancing these factors is frequently
a responsibility of the Chief Information Officer (CIO). The new enterprise
CIO cannot focus only on technology and operations but must work closely
with the business and mission stakeholders of the organization. In this
dinner talk, Mr. Richard Spires will talk about each of these key areas and
the current trends and issues he faces every day in his organization and has
seen evolve throughout his executive career.
As CIO of the federal Department that is on the forefront of protecting
America's national security, Richard Spires has a unique perspective and set
of experiences on what his organization should be doing to address the
difficult challenges of management of information, technology, security, and
risk in the face of financial pressures. Mr. Spires was appointed in
September 2009 to serve as the Department of Homeland Security's (DHS) Chief
Information Officer (CIO). In this capacity, Mr. Spires is responsible for
the department's $6.4 billion investment in Information Technology (IT). He
leads and facilitates the development, implementation, and maintenance of
the department's IT architecture. Mr. Spires is the chairman of the DHS
Chief Information Officer Council and the Enterprise Architecture Board. He
strongly supports the DHS Secretary's goal of unifying and maturing DHS into
one enterprise, a shared vision, with integrated results-based operations.
Mr. Spires also serves as vice chairman of the Federal CIO Council, and co-
chairs the Federal Data Center Consolidation Initiative. He held a number of
positions at the Internal Revenue Service (IRS) from 2004 through 2008,
including Deputy Commissioner for Operations Support (including IT, Human
Capital, Finance, Shared Services, Real Estate, and Security functions).
From 2000 through 2003, Mr. Spires served as President, Chief Operating
Officer, and Director of Mantas, Inc., a software provider that provides
business intelligence solutions to the financial services industry. Mr.
Spires received a BS in Electrical Engineering and a BA in Mathematical
Sciences from the University of Cincinnati and an MS in Electrical
Engineering from the George Washington University.
