coz it is mounted, you need to umount it before you try to eject it.
no need to reboot. rebooting, in your case, just happens to do the umount
job.

when did you mean how? my understanding is you meant "why".

check your unix manual or google it, see how to umount manually.
or maybe there is some program on your system can do the eject for you.

only system admin can do it. so better ask root

If you mean you cannot eject CD from CDROM by push the eject button,
Here is the solution:
type eject in your terminal and enter. This will eject your CD.

In order to get your cd out by using some eject command, you
first need to unmount the cdrom device (man unmount). However,
you cannot unmount the device if any shells, programs are using
the cd or in the directories of the cd. So
1. close unused shells, and for the shells you are using change
working directory to / or somewhere else.
2. umount the device
3. eject the cdrom.

$ lsof /dev/cdrom
for example

then type reject
