If I want to checkout a copy no later than a specific
date (e.g. June 1st, 2003), how should I do that? I tried
cvs co -D 06-01-2003
but it always says it could not parse the date...
What should be the correct format for date? I got this
from the cvs help, why it does not work?

The data format is wrong, check the syntax below:
-D date_spec
Use the most recent revision no later than date_spec (a single
argument, date description specifying a date in the past). A
wide variety of date formats are supported, in particular ISO
("1972-09-24 20:05") or Internet ("24 Sep 1972 20:05"). The
date_spec is interpreted as being in the local timezone, unless
a specific timez

Yes, -D 06/03/2003 works with me.
