A law taking effect next week in St. Petersburg, Russia, will impose a $16,
000 fine on anyone spreading "the propaganda of homosexuality and pedophilia
among minors," RIA Novosta reports.
The new legislation, formally signed by the regional governor Sunday,
effectively outlaws any Gay Pride events.
The fine could be as high as $160,000 on legal entities for the promotion of
homosexual, lesbian, bisexual and transgender practices among minors, the
Russian news agency reports.
Vitaly Milonov, the deputy of the ruling United Russia party who authored
the bill, calls it a "declaration of Russia's moral sovereignty."
The St. Petersburg LGBT group Coming Out calls the law "homophobic" and says
it is aimed at diverting public attention from Russia's "real political and
social problems."
Homosexuality was punishable by prison terms in the Soviet Union until 1993
when it was decriminalized by President Boris Yeltsin.
