Japanese envoy’s car attacked in Beijing

A car carrying Japan’s ambassador to China was attacked in Beijing on
Monday, adding to tensions between the two nations over territorial rights
to islands in the East China Sea.
Uichiro Niwa was travelling with his wife and two staff on a congested road
when two cars blocked the vehicle, an official at the Japanese embassy said.

“A man jumped out of one of the two vehicles, ran over to the ambassador’s
car and ripped the Japanese national flag off it,” the official said. No
one was injured.
The incident comes as both governments are trying to contain a dispute over
the Senkaku islands, a group of tiny rocky outcrops controlled by Japan but
also claimed by China, which calls them Diaoyu islands.
The archipelago, home to rich fishing grounds and believed to hold natural
gas reserves, has repeatedly been a source of contention between the two
countries. Beijing and Tokyo have struggled in recent years to build
constructive ties and break free from a past loaded with the memory of Japan
’s wartime aggression and decades of anti-Japanese propaganda in China.
The current crisis broke when Shintaro Ishihara, Tokyo’s nationalist
governor, proposed in April that the Tokyo municipal government buy some of
the islands from their private owner.
Ironically, Mr Niwa is set to be replaced after his warning that the plan
could spark an “extremely grave crisis” in bilateral ties drew accusations
at home that he was being too soft on China.
Anti-Japan demonstrations erupted in a dozen Chinese cities 10 days ago
after Japanese authorities arrested and repatriated a group of activists
from Hong Kong following their arrival on the islands and Japanese activists
also landed there.
Since then, both governments have tried to cool tensions. Beijing has
censored reports and discussion about anti-Japanese rallies on the country’
s vibrant social media.
The Japanese government on Monday rejected a request from the Tokyo
metropolitan government to allow city officials and real estate specialists
to land on the Senkaku islands to assess their value.
Mr Ishihara, who has stated his intention to visit the islands, said on
Monday he could not understand the national government’s stance. The city
is conducting negotiations to buy the islands from their private owner and
is requesting the ability to make on-the-ground inspections as part of a
regular business transaction, he said.
The Japanese embassy said it lodged a strong protest with the Chinese
foreign ministry over the attack on Mr Niwa’s car on Monday and requested a
criminal investigation.
Chinese foreign ministry officials expressed their regret over the incident
and assured the Japanese side that China would do everything to ensure the
safety of Japanese citizens and companies in China, the embassy said.
“They are trying to be sincere,” said a Japanese diplomat. “We think that
, in a way, this is an isolated incident.”
