方说的是有点绝对了，虽然很多媒体的确称之为citizen petition

明确表明了这个petition的宗旨和目的“The right to petition your government is
guaranteed by the First Amendment of the United States Constitution. We the
People provides a new way to petition the Obama Administration to take
action on a range of important issues facing our country. ”
这说明什么？除了13岁，
1。美国政府是“your government”，
2。你受美国宪法第一修正案的保护。
