I don't think winimage can open .bin directly.
use bin2iso to change .bin to .iso.
From .iso, you can burn CD on some software like EZCDCreator.
And you can extract .iso to files by using winimage.

我遇见过.bin文件可以直接用winimage打开。比较奇怪。

some bin files can be opened by winimage, but not all.
actually I use fireburner to burn cue and bin directly to CDR, no conversion
needed.
