I don't know the rationale behind the sorting. but I can tell you that
even in Win XP pro(en), it is NOT listed by pinyin even when you select
sorting by name. It is true at least in my case

解决了这个问题：
u need to go to the regional/language settings,
customize all chinese languages to sort by
pinyin
it's kind of weird. but the coding/sorting order
is decided there
