Notpad打开TXT文件,中文为乱码的,可以用Word2002打开,它会提问让你选择编码。看你的
情况，应该没问题。
OutLook的标题栏，也是我的老大难了，还不知道如何做。

看你的情况,做如下二个设置,Notepad可以直接看中文, outlook标题也可输入中文了。
Start->Control Panel->Regional and Language Options icon.
1)On the Languages tab, click to select the Install files for East Asian
languages check box.
2)On the Advanced tab, click Chinese(PRC) under the Language for non-Unicode
programs section.
