start->program->accessory->administrative tools->services

偶试了，cryptographic service早就started 了，但是仍然是同样的出错提示 :( 快疯
掉了......
感谢一个大虾给偶帮助，最后偶得解决办法是这样的：
Open a CMD.EXE window.
Type the following commands:
net stop cryptsvc
ren %systemroot%\system32\catroot2 oldcatroot2
net start cryptsvc
Close the command window.
Try to install SP1.
