That is called H1 Revalidation. There're tons of previous posts
about that in this board and in immigration board.
To do that, one has to have H1 visa(yeah, the visa stamp)...not
H1 status. It doesn't matter whether you are originally F1 or
not. As long as you have got a visa stamp(outside US) after you
get your H1 status.
For that girl, if her husband/dad got H1 stamp before...she can
get H1 revalidation with him.
