If you do it yourself, consider renting a scaffolding if more than 1 story tall. You should be fine using a ladder with a ranch.

Is is wood siding? lap siding? hardy siding? Do you plan to brush and roll or spray? 1 coat or 2 coat? Do you plan to change color? Do you plan to paint the trim? (same as old color?) Too many questions, without seeing it first, hard to give you a good answer. May be you can post some pictures first. You should never wait so long (it is much more work when the paint is already started peeling)

This is very bad condition, if you don't do something about it soon, it will start to rot. You will need to scrap all lose paint off first, sand it down, caulk all around windows and trims, use one coat of primer and two coats of paint. To make it slightly easy, you can use a sprayer to spread the paint and brush and roll to make it stick better. If you do not plan to live in very long, you can just spray but it will need another paint job in 5 years for sure.
Thanks for your advice. Use what tools to scrap the old paint off, and what tools to sand the outside wall? Is it easy job? Never done this kind of job before, it is a really challenge for new guys?

Scrap as much as you can, sand after that. If do not get rid of the old paint, the new paint will not stick, it will begin to bubble and peel soon, your paint job was wasted and you will be back at the current situation again in 5 to 10 years. But if you can get as much off as you can and sand it down to bare, put a good coat of primer on and brush and roll 2 medium coats.
