Where do you get the information from? It's simply not true that most schools only recruit those with K99. In fact, most candidates in the job market I know in these two years are without K99 . They either had spent more than 5 years postdoc already (but do have superstrong track records) or too exceptional to miss any job offers anywhere without grants and thus don't even bother to apply for such grants. On the other hand, quite many K99 awardees, if you looked at their publications, are rather mediocre and have very hard time to get interviews for faculty positions. Of course K99 weighs in, given other things being roughly equal, but sadly and ironically, K99 is a training grant, and not really designed for those postdocs with already proven independence. You wanna this to be changed or not?
Our department recruited two junior faculties last year and both of them are K99 awardees. I heard the similar story from several other descent schools.
