have offer. For example, the position recently offered to someone I know,
he has no CNS. He has a K award and is taking on a P award junior PI
position.

All right. Seems nobody is telling you anything useful. let me ask you this.
what about his track record? That is, did he train any postdocs who have
gotten job offers similar to those that you want to get several years down
the road? If yes, then go. If not, then don't go. Anything else, his title,
grants, etc is less important thus should not be your primary concern
compared to this one.
