I am trying a resubmission. I don't have a CNS paper. Am I wasting my time?

A lot of people who got K99 do not have CNS papers, not even a CNS sister

I agree that getting a CNS paper is not everything. necessary, but not
sufficient.

Yup, the two people who I know that has K99 don't have CNS paper. One even
has a offer from Columbia but my institute gave a better one.
