It all depends. When I applied in 2004, I got pretty good scholarships from all there b-schools I applied, with 1 being in the top 30 tier, the other two in the lower range of Top 50. I ended up choosing one giving me full assistantship plus scholarship. Yes, I literally paid nothing for a Top 50 b -school. BUT, the question is: are you targeting only Top 20? Or, if you're targeting a relatively less famous school, are you sure you can land a job after graduation? There're definitely trade-offs

From my experience, it depends on several things to get financial aid: 1) 700+ GMAT; 2) Strong Resume; 3) Impressive Essays showing your leadership and business potential (many schools require 3 or more essays); Most Chinese students can handle the course work without too much pain. So I don't worry about it much. None of the Chinese I knew lost their merit-based financial aid in the 2nd year. About career opportunities. It's really hard to say. Usually if you have 1-tier MBA background (Very high GMAT, great work experience) and apply early enough then you may get tuition waiver + stipend at 2-tier MBA, because they need you to improve their MBA ranking buy 1. improving their average GMAT at entrance and 2. improve their average $ upon graduation I know USC, Florida, Tulane, Miami(OH) have full scholarship (Tuition Waiver + Stipend). I'm sure there are lots of other schools who do as well.
