自2003年“七一”讲话中提出“立党为公、执政为民”后，已经在各种媒体进行了
广泛的宣传，但是，如何赋予这个命题最深刻和最全面的理论意义以及如何使得它
成为党政两个肩负着领导着中国社会发展和经济建设的主体的具体行动指南，仍然
需要我们站在马克思主义理论的高度进行研究和说明。也只有这样，这句极富理论
内涵的新观念才不会仅仅作为一种口号来喊。
时至现在，马克思主义在中国的传播以及被共产党人运用到这个东方大国的具体实
践已经有了一个世纪的历史。中国共产党是马克思主义在世界东方的实践力量，从
而马克思主义也就成为20世纪中国社会的最直接的文化形态，并且深刻影响着人们
的日常生活。马克思主义作为一种产生于19世纪40年代欧洲的理论，已经通过毛泽
东思想而融入到中华民族的文化中，并且充当着民族文化的最优秀的部分。但是，
由于极其复杂的历史和现实的原因，马克思主义在中国已经明显地存在着 “空壳
