To install Oracle9i on RedHat 7.1 you need to upgrade the binutils
package only.
Grab a never version from ftp.kernel.org -
binutils-2.10.91.0.4-1.i386.rpm did
the job for me.
And when you start runInstaller make sure your current directory is not
within the Oracle distribution directories.
BTW: You need a LOT of RAM to make it through the whole installation
process.
