背景：此人无original perm想PP，结果第一次悲剧，但是此人坚持不懈，第二次过了3
个月PP成功跟大家分享。
结论：降级的TX请屡试不爽的试PP，会有效果的。我马上分享给我律师。
I am in a similar situation and thought that I would add my experience for
perspective.
I was really eager to get the I-140 done with and I applied to TSC for my I-
140 with PP on Nov 8, 2011. However,
TSC returned my application without accepting cause of missing 9089
EB2
TSC
Application type : I-140 PP
a) PP Original RD : Nov 8, 2011
PP Original rejection date : Nov 18, 2011
Reason : Missing pages of 9089 form
b) Immediately applied with regular processing
Application type : I-140 regular
Applied date : Nov 18, 2011 immediately applied for regular processing of I
Received date: Nov 21, 2011
c) I noticed that there was significant backlog in TSC center and I wanted
to promote to PP.
Feb 6th, 2012 : I applied for I-140 PP
Feb 8, 2012 : Application is in Acceptance stage
The way I see it, you would have to apply for regular processing to get your
foot in the door. But you can promote to PP later
and in case the PP is rejected, your regular process can continue.
I am expecting to hear back soon as to whether this goes through or not.
Will update status here as soon as I get to know.
I just received email notice that my I-140 PP application has been approved.
I had included most of my details in this thread on a post dated 09 Feb 2012

If you ask me why TSC approved my petition (in less time than it took to
toss it out 3 months back too), I have no idea. I just hoped that the stars
were lined up right, crossed my fingers and toes and prayed. :)
Anyway, this is what the notice said
"Application Type: I140 , IMMIGRANT PETITION FOR ALIEN WORKER
Your Case Status: Post Decision Activity
On February 16, 2012, we mailed you a notice that we have approved this I140
IMMIGRANT PETITION FOR ALIEN WORKER. Please follow any instructions on the
notice. If you move before you receive the notice, call customer service at
1-800-375-5283."
So yeah, best of luck to CookieJoy and everybody else in a similar boat.
