maybe they just want to hire all the good guys...so that nobody outside FED
has the knowledge to work against the FED?

FED不是政府机构，可以雇佣外国人，我知道几个外国人（包括中国人）博士毕业后直接进FED的例子。

有的人认为,Fed一般更愿意雇有几年经验的AP,因为他们没有tenure的制度,想赶懒人走
不容易。新毕业的PHD进FED，有些人是靠导师的关系,有时你可以留意到某个学校的学

嗯，研究部门很多外国人。
不过他们有些部门规定要公民，据说是涉及敏感材料。
