我理解是 Fed， 他每次印钱 balance sheet 就扩大了
Treausry只能发行 bond， Fed 可以买它的 bond 而已。

你就先反过来，看看带小数的浮点数的表达方式
比如第一个 0.647，转换成浮点数是什么样的。
然后和第一排的数字对比一下，也许就有结果了。

所以按这个理解， 美国政府不能直接印钞的， 只有通过 Fed。

另外两个问题：
1. 为什么说 Fed 控制 政府无限制的 发行货币是其 私有银行的职能体现，
我觉得 只是 Fed 不直接向administration 负责 所以 可以控制器发行货币。
2. Fed 的balance sheet 的扩大 受什么 限制， 以什么为依据。
总不能是说 Fed chairman 想扩大就扩大， 想扩大多少就扩大多少？

另外两个问题：
1. 为什么说 Fed 控制 政府无限制的 发行货币是其 私有银行的职能体现，
