Q: limitation on obtaining license for non-citizens# Education - 教育学

It seems that certain states allow non-citizens to obtain license, and some
states don't. The limitation also varies depending on permanent resident
status. Is it possible for people on this board to speak about the situation
in each state now (preferably providing reliable sources)?
By the way,

gives links to 50 state's certification requirements and more.

section:
i) CITIZENSHIP Certificate(s) are issued only to applicants who are
citizens or who have declared their intention to become citizens. A
notarized affidavit of intent to become a citizen and a notarized non-
citizen oath must be submitted with the application of a non-citizen.

Everyone I know from the school of education here all said that non-citizens
cannot get license in NYS, so I was rather worried before.
