If DNS root (BTW, why necessarily DNS root? it applies to any level of DNS server) not accessible, you still can access internet via plain IP addresses, firewall has nothing to do with DNS.(Well, I am talking about concepts only, you do need to take care of DNS when configuring firewall depends where your DNS server is placed, but that is specific implementation, not the "general" topic we are talking about right now).
